How to convert images to PDF (JPG, PNG, phone photos)
The short version: use Image to PDF, add your JPG or PNG files, drag them into the order you want, and download one PDF with one image per page. It runs in your browser, so nothing is uploaded.

When you'd do this
- You photographed each page of a handwritten assignment or a filled-in form and need to submit one file.
- You have several scans saved as separate images and the portal only accepts a PDF.
- You want a photo plus a signature image as a single PDF for a job or exam application.
The steps
- Open Image to PDF and add your images — you can select several at once.
- Drag the thumbnails so the pages are in the right order. This is the step people skip and then regret.
- Convert, then download the single PDF.
What the tool actually does
Each image is placed on its own page in a new PDF, entirely on your machine. It does not re-compress or "enhance" the images — a 4 MB photo goes in as roughly 4 MB of PDF. That matters for the next section.
Keeping the file size sane
Because images are embedded as-is, a PDF built from phone photos is often much larger than the portal limit. Two fixes:
- Compress afterwards. Run the PDF through Compress PDF — scanned and photo pages shrink a lot.
- Shrink the images first. Use Resize Image or Compress Image to bring each photo down to something like 1500–2000 px on the long edge before converting. For document photos that's still perfectly readable.
Troubleshooting
- "Couldn't convert these images." One of the files isn't a valid JPG or PNG. HEIC, WebP and PDF inputs aren't accepted here — convert them to JPG/PNG first.
- Pages are rotated wrong. The image itself is rotated. Fix the orientation in your phone's photo editor, or convert first and then use Rotate PDF.
- You also have an existing PDF to include. Convert the images here, then join everything with Merge PDF.

Frequently asked questions
- Can I convert HEIC photos from an iPhone?
- Not directly — the tool accepts JPG and PNG. On an iPhone you can set Settings › Camera › Formats to "Most Compatible" to shoot JPG, or share the photo which converts it to JPG on export. Then add the JPG here.
- How do I get the pages in the right order?
- Add all the images, then drag the thumbnails into the order you want before you convert. The PDF pages follow that order exactly.
- The PDF is huge — why?
- Modern phone photos are 3–12 MP each, so ten of them can easily make a 20 MB+ PDF. Run the result through Compress PDF, or resize the images before converting.
- Are my images uploaded to a server?
- No. The PDF is assembled entirely in your browser; the images never leave your device.
