Read the spec

Portals typically specify, for both the photo and the signature:

Pixel dimensions — e.g. photo 200×230, signature 140×60.
File size — photo under 50–200 KB, signature under 10–50 KB.
Format — usually JPG.
Sometimes a background requirement (plain white) for the signature.

Steps

Crop to the right shape first with Crop Image — a portrait crop for the photo, a tight box around the signature.
Resize to the exact pixel dimensions with Resize Image, aspect ratio locked so nothing stretches.
Compress with Compress Image, lowering the quality slider until the live size readout is under the limit.
Save as JPG unless told otherwise.
