Steps on Android or iPhone

Open Image to PDF in Chrome, Safari or your usual browser.
Tap the upload area and pick photos from your gallery (select several at once).
Drag the thumbnails into the right page order.
Tap convert, then save the PDF to Files / Downloads.

iPhone photo format

If a photo won't add, it's probably HEIC. Either switch the camera to "Most Compatible" (JPG) in Settings, or use the Share sheet once — sharing converts it to JPG — then add that copy.

Keeping it small

Photos straight from a phone camera make big PDFs. If you need to email or upload it, run the result through Compress PDF, or shrink each photo first with Resize Image.
